If you had 10 bucks to bet...
Bottom line... Would you rather throw a 100 foot diameter net into a pool with 50 fish once, or would you rather throw a net with a diameter of 10 feet into the same pool ten separate times? I think I would rather throw the 100 foot diameter net into the water once. If you've ever seen shows on the Discovery channel that show enviornmentalist type folks explode nets over an area on the beach where certain birds feed and are caught for research, they use large nets, not small ones.

When I was running the office lottery pool, I took an event such as this into account. In the agreement which I drew up, I specified that if the player had joined into the money pool on the previous drawing, and did not make the deadline for the current drawing, they had until the date of the following drawing to pay for that drawing that was missed. On all those Lottery Changed My Life shows the person has to prove that he was a regular participant in the lottery pool and he is able to receive a portion of the winnings. If they shared with him they would be easy targets of everyone else who didn't put money in but feel like they deserve money since this guy got some. If I was the judge I wouldn't give him a cut because of that, of course I've never said they should give him a cut. His actions were a part of a longer list of things that happened that day that led to the pool winning the jackpot. If they gave him a cut just for being a part of their life that day they would need to give a cut to other drivers and possibly other customers in the store. I run a pool at my office and every 2 weeks(payday), the 13 members put in $4 and I buy a mix of Powerball and Louisiana Lotto tickets. I roll back small prizes into the pool for more tickets. How would you design a game so more people win?
Perhaps a better way to do it would be something like PB's bonus pool. At some point money that would normally go to the jackpot would be put in the 2nd place prize pool instead. It could even be done in such a way that for jackpots beyond a certain size the 2nd place prize could pay the same as the jackpot, with something left over to put in the next drawing.
