The same procedure should be required in all states, especially in N.J and N.Y. where it can be proven that corruption exists. Apparently, those states don't mind the corruption. I wonder whose pockets are being padded to keep the corruption in place.

It would depend on the severity of corruption, that your state lottery is currently experiencing.
If the corruption level is extremely high. (7-10) (The Bernie Madoff level), there is a very likely chance the lottery will take all your winnings.
A moderate level of corruption. (4-7) The lottery will take at least half your winnings.
For a normal level of corruption. (1-3) You can expect the normal tax deductions to be applied to your winnings.
