Administrative bloat. Public schools (like any government agency) can spend unlimited amounts of money if you give it to them. The lottery gives them money, they waste it, and then they come crying to us that the kids don't have paper and pencils.

I think he rigged it. Just my opinion though. I just find it odd a guy that infiltrated the government. Won a jackpot. Well technically he did not win. But his trust did. Good point though.
