I agree with your second paragraph. The first one still has an error:
Two 1 in 146,100,669 chances
2*1/146100669 is 1 in 97,400,446. This is incorrect for 2 tickets (it is correct for 4 tickets).
Each ticket has a 1 in 292,201,338 chance of winning, the same as a single ticket. But when you have 2 of them, your overall odds of winning with the two tickets is 2 in 292,201,338.

Ahhh, the difference in terminology...
Odds on the die roll, betting 3 for all even numbers has 3 favorable outcomes and 3 unfavorable ones, so a $3 bet on the even numbers is 3:3, which CAN be reduced to 1:1 or a 50/50 even money wager.
Probability is the favorable outcomes to possible outcomes, where the possible outcomes cannot be reduced. Same bet on the even faces of the die 3:6
