Oh, I get it. They don't slow the growth of the record until it actually breaks the record, so if it's at $315 million, it can freely increase to over $400 million. However, for it to get to $400 million, if the rolls are like the last MM run that made it to $250 million, I would say it would need five more rolls. If the jackpot does reach $400 million, the cash value will be around $198 million (taking into account the current cash to annuity ratio at the powerball website)

I think the reason is is that some IRS bureaucrat wants to know what you are planning on doing with it. We used to have to do that here in Michigan, but they got rid of that a few years ago. It applies to basically anything where you have a payout option (CVO/Annuity). IRS guidelines (and most lotteries) say you have 60 days from the claim date to make up your mind.
