With over one year before it has been won there could be a couple reasons. The jackpot pool money could have been put into an interest bearing account after each draw until the jackpot is won. Could be there was not much lower tier prize money paid out and that money was added to the next jackpot pool.

Well, first thing to consider is that MOST games don't have 2/5 or 2/6 prizes, so the 3/5 and 3/6 hits that you're seeing are mostly the minimum you must match in order to actually receive a prize.
