As a non-resident alien (New Zealand citizen living in NZ) I would be exempt State tax (In some cases they won't even deduct withholding tax. In other cases, you probably have to lodge a claim for a refund). Federal tax (for a non-resident alien) is (generally) limited to the withholding tax rate of 30%. -- that applies to any taxable prize US$600 and above, so we tend tp lose out on the lesser prizes)
So tax-wise for a non-resident alien buying using a butler service, there is no differ

If only we could all buy tickets across state lines. The states collect sales tax across state lines but refuse to let the lotteries compete across state lines. Competition would make the lotteries better.
The best part of this Texas sized JP is that Texas has no state income tax on it and you can claim it and go for the anonymous option too.
I don't understand why the foreign ticket butler services don't buy all their PB and MM in Texas.

Simple answer...
Many lottery winners from all over the world(including the US and Europe) would want to do the same!
Because as soon as you win that much money, that sense of insecurity and fear of the unknown sets in, irrespective of where you are. Hence, the need to conceal your identity whenever possible!
This is the same reason lottery players and winners in the US want to be anonymous as well.
