When did anyone suggest that they are in cahoots with the State of NH's lottery?

First question: Who are the people selling the winning tickets to Peter?
They are probably people who don't want others to know they have won, for various reasons. I'm sure you can think of at least one. Besides, it makes no difference.
Second question: (This is the most important question), why do most of those winning tickets have the same amounts matching Steve Player's promotional pictures of checks on his website? The $4,160 amounts.

Does Your State Protect YOU?
PA can't hide their true colors either sometimes. Some representatives treat a person
with respect, some let you know that you're wasting their time. When I run into attitudes
like that, I wonder where is pride in job well done? We lost that years and years ago. The
current generation isn't learning anything different...case in point: clerks...young clerks
specifically. Too sidetracked, distracted, bothered, lazy or just plain dumb to realize anything
more than what they're making

N.J. lottery winners would get one year of anonymity under bill sent to governor
I got a phone call one day from a man with an Indian accent stating he worked for the lottery claims department.
I suppose he wanted to verify/obtain a few things.
First tip off was the accent.
Next was the pressure to make sure he was speaking to the person he called for...me. (at times even cutting me off mid-sentence)
Next was the name: Bobby Benjamin. huh?
He had the correct area code for Headquarters..turns out the number didn't work to call back though.

Proposal to ban welfare recipients from playing lottery
Another proposal would remove the word Education from N.C. Education Lottery
North Carolina lawmakers are drafting legislation that would ban people on welfare or those who are in bankruptcy from buying lottery tickets.
Rep. Paul Skip Stam, R-Wake is helping draft the legislation. Stam told ABC11 the vendor selling the lottery ticket would be penalized if they knew the person was on welfare or in bankruptcy.

When you put a five dollar chip on the red you don't know the results, but that's why it called gambling. If you win you can either remove your winnings or let the two five dollar chips ride and get a 3 to 1 payoff on your original bet if it's red and 7 to 1 on a streak of three. Michigan Senate bill lets lottery winners remain anonymous
Michigan winners of multistate lotteries such as the Lapeer man who won a $337 million Powerball jackpot could choose to remain anonymous, under a bill that passed a state Senate committee Thursday.

Why do people give away their lottery system?
I believe you should give the system away. If you try to sell it, especially at a very high price, people won't buy it for at least two reasons. It hasn't been proven to work, at least not yet, and secondly, there will always be people who ask why a person would sell a system If he's making a ton of money from it, so it must be a scam.
Sure there will be some who will pay despite the cost and no proof out of curiosity, especially if they're new to the lottery world, or the sales pitch is done
