It is terrible, but sadly I am not surprised. Publicly attracts trouble, all state lotteries should allow winners the option to remain anonymous.
Even strong-willed can feel enormous pressure to help family and friends. While it can start reasonable at first, it can deteriorate. Many winners have gone broke helping other.
State governments should address this issue or we will see more such cases.

Mississippi lawmakers take first steps to create state lottery
A hope Mississippi introduces a state lottery, for people who wish to support a state lottery, keeping the revenue from flowing to other state lotteries.
Mississippi's proposed lottery should give winners the option to remain anonymous.
Mississippi could also raise additional revenue by offering a subscription service across the country, as is the case with the Massachusetts Lottery.

I totally agree with you on that! Although I have never dealt with any clerk expecting a tip. Maybe some of them were expecting a tip and I didn't notice the signs or hints they were giving out lol.
What I do know is this: Friends, family, co-workers and even acquaintances WILL TOTALLY EXPECT something. I don't know why they feel they have a right to any money you've won, but they do. I don't ever feel like someone that has won something SHOULD give me some of it. One of the main reasons I go

WV Lottery officials oppose jackpot anonymity bill
The times of the big lottery check presentations may soon come to an end in West Virginia.
Winners of big jackpots would no longer have to make required public appearances to claim those prizes if a bill that's moving at the State Capitol becomes law.

UK lottery operator Camelot has received a valid claim for a record 33m Lotto jackpot prize, it says.
The holder of the winning ticket - bought in Worcester for the 9 January draw - has opted to remain anonymous.

Secondly, these people look a little spooked about revealing their identities. I don't know why there cannot be an anonymous way to collect your winnings in EVERY State. As long as your win is confirmed by three separate lottery officials (or whomever) and an independent auditor, you shouldn't have to reveal your identity.
