Doesn't NJ use ticket scanners to see if the tickets are winners? According to this article in CNN Money, About $2 billion in lottery prizes go unclaimed every year. Neural Net Lottery Picker
Thank you for your help! I figure out finally. it was a memory issue. I did not have enough memory or something. After I removed another program and free up some space I was able to download the program. Do you know any other resources , posts may be here or somewhere else to understand better neural networks? I know just a little about it, but red somewhere while ago that someone used for lottery very successful, but couldn't find this article anymore.. Thanks!

Well, for what it's worth, the place mentioned in the article is still up and running. I think the U.S. should allow across the board gambling, especially numbers, and collect a 5% tax on purchases, I wouldn't mind.
