No, you don't have any such right under the law. South Carolina and some other states already have laws allowing winners to remain anonymous, and these laws have been upheld by the courts. If you don't like the anonymity laws and the court decisions upholding them, you're certainly free not to play the lottery.

In a perfect world, yes everyone who plays the lottery would have those options.
