Do You Know Anyone Who's Ever Won the Jackpot?
If the jackpots for the big games are fixed, there is certainly reason to think some of the other games could be fixed, too. You don't live in NY, so I won't go into detail, other than to say the process for at least one of the NY games is far from transparent, with no way to even remotely verify if there was in fact a winner, even if if the lottery's website stated that there was.

Would the prize structure for MM & PB be changed?
Personally I do not play PB or MM because of the ridiculous odds and relatively puny prizes in California with our pari-mutuel payout system. But I don't think higher taxes on jackpots would much deter the typical player from playing, so I don't think the people who run PB and MM would have any incentive to change the prize structures.
