I have a roundabout answer.
Ever since that case with the woman who signed her ticket without full knowledge of her options, I noticed both VA and DC are harping on signing your ticket. I find this a bit misleading since DC allows you to claim via a trust...although they do not advertise this fact. VA says only a person can claim so that rules out trusts.

I guess what I was getting at, especially with Cash Reserve, is that they're not in short supply. A store may not have room for it, but FL Lotto isn't running out of them.

As for the NGS version, ie the number game version, I don't think it's going to make the cut.
I have it almost finished, just a few bugs left but the odds are not good and from what I see
