When is a CASH cow...
We will always have the annuity choice. It makes the jackpot appear much larger.

I guess Powerball has become a real CASH cow, except for the annuity sellers (since Powerball winners are almost always smart enough to reject the annual payments).

Powerball never got above $111 million or so when its jackpot was annuity-only (every US jackpot $120 million or higher had a cash option).

Bug: I am not against annuities per se. I simply have (for many years) been critical of lotteries requiring large prizes (other than lifetime prizes) to be paid through annuities, without giving the player(s)/winner(s) the choice of collecting the cash value of the annuity in lump sum. (Believe it or not, it's STILL a problem here in NY with high-end scratch games. And remember the Mass. 6/42 6/49 jackpot games have NEVER let winners collect in lump sum.) As for winners collect

Lottoscorp: Actually, the NY Lottery has become one of the WORST lotteries in terms of player respect (this from a lifelong NY state resident). Why? 1) NY Lotto 6/59 prize pool is only 38%-40% of sales, which explains why a 3-of-6 match wins just $1. 2) Lotto 6/59 and NY Mega Millions players still must make the cash/annuity choice WHEN they play (despite the 1998 IRS ruling). 3) All scratch game prizes above $500,000 paid through an annuity, with NO cash option. 4) One NY scratch game features

NY subscription winner a LOSER
One of this morning's front-page stories is about a NY Lotto play-by-mail customer who bought a subscription several months ago. NY still requires the cash/annuity choice WHEN you play, in person or by mail; the choice is binding, despite the 1998 change in IRS rules which led to many states/games allowing the lump sum/annuity choice to be exercised after you win, when it should be made. My #1 rule for responsible play is to make sure you NEVER put yourself in a position to receive annuity payments directly from a lottery win.

lotteryinfopls: What if any of the 9/11 victims had recently won the lottery, and they chose annuity, and their heirs had to pay inheritance tax within 10 months of the winners' death, and the heirs did not have the money to pay the inheritance tax for the remainder of the annuity payments?
