what am I missing here? So you eliminated 10 pairs.... there are still 90 more pairs to choose from. Removing 10% of the total possible pool isn't really making a dent in my opinion. Unless there is something I'm missing.

No, if something like that was permissible, it could open up a pandora's box of shenanigans such as the lottery declaring an actual winning ticket invalid and then dumping that money back into the pool to create even more of a buying frenzy. I wonder how much of returned jackpots to the states actually end up as bonuses for the lottery corporation ceo and executives? A pool might be smart enough to have an agreement that includes a prohibition against members playing the pool's number on their own, as that would dilute the pool's winnings in the unlikely event they win a jackpot.
Absent such a clause there's no certainty how a ruling would go in the event of a lawsuit, but if a member reduced the pool's winnings by playing the same numbers I think there's a pretty good chance that there would be a lawsuit. You don't need a good argument to file the lawsui
