Yea that's why I was saying it's a tough situation. It has been declared that Willis is the true owner of the ticket and he has been awarded money for it from the winnings given to Joshi. There's also the issue that the lottery commission has to protect their rule of the ticket being a bearer instrument and whosever name is on it is the owner. Been watching some of these this afternoon. They had a story where a lottery group at work won, and two co-workers who didn't play sued them for a share. Fortunately the group had records of who played and who didn't and the evidence proved that these two were not regular players, and the suit was dropped. If everyone was anonymous, then the public might suspect the Lotteries were faking winners and scamming the public. So I can see the need to make winners public.
