Which way would work best?
I don't think it's a matter of where you buy the ticket, but rather where you are a resident. As far as I know, whether you win the lottery or not, you have to have a state of residency, in other words where do you live and work, buy insurance, where you are paying utility bills, the address you give your employer, get your mail, do business, etc. When you file your income taxes every April, you have to put a resident address. And another thing, do lotteries ever get audited? I mean by a true, individual, separate non-affiliated audit group? I dont know how they couldnt but it just seems there could easily be so much corruption in lottery but in todays world, post-Enron, it seems lotteries would be tightly audited (and casinos for that matter)

I find no obscurity with the term All gambling wins must be reported and is taxable . This is in the link I provided. If by chance you receive an audit, just tell them you didn't report the winnings because you believed the codes were just too confusing.....lol Good luck !

Saving losing tickets?
I've had the pleasure (sarcasm) of being audited several years ago. The fun part of it is, several years later the State is now dripping their hands into the pot. I was told that if you are lucky enough to get audited and you had claimed a W2G form during the year that you were audited and happened to be called in to show proof of everything that you have claimed, it's nice to have a bag of those tickets with you. Where you got the money to start the firm is irrelevant but I do have a lottery relative answer. The IRS allows us to deduct up to the amount we win as expenses. For instance if you won $10,000 on a scratch off that becomes gambling income and if you had $10,000 worth of losing tickets, you can deduct it as gambling losses.
