Should Camelot Pay These "Jackpot Winners"?
Was the lottery app the property of the UK lottery commission, or some private company ??
If the lottery app belonged to the UK lottery commission, and confirmed that the ticket was purchased before the deadline, I think the couple could sue the UK lottery commission for their winnings, b/c the computer glitch was the fault of the UK lottery commission app. However, they should read the online contract that they had to agree to when they purchased the lottery app online in the first place. The name of the lottery system could receive trademark protection (copyright does not usually apply to names). The lottery system components (software for example) may be eligible to receive a patent (it may or may not be subject to patent depending on exactly what we are talking about).
The actual factual results of a lottery system (example: cash 3 number sets) cannot be protected by copyright, trademark, or patent.

There is absolutely nothing you can do to prevent somebody from claiming you had an oral contract to share a prize with them.
As long as you don't offer to share a prize with somebody there is absolutely no way they can prove that you had an oral contract to share with them.

Litigation Proofing your lottery pool
There is no such thing as litigation proof. Suing you requires a filing fee, not a winnable case. Of course if you should happen to win when the 4 turdheads weren't participating you can expect that they will definitely be suing you. The same is probably true of anyone else who didn't pay for that drawing. The most that you can hope for is that you've done enough to be sure that anyone suing you doesn't have a good case.

Illinois Lottery seeks to collect $20 million from operator Northstar Lottery Group
Noted Illinois Lottery Superintendent Michael Jones: Northstar won the private manager contract by projecting a net income of $851.2 million in FY12, but failed to reach this goal, consequently triggering a $20 million net income shortfall to the state. Northstar missed their initial net income commitment by $94 million. Our agreement requires Northstar to be held accountable for this shortfall.

High-stakes brinksmanship on display in struggle for control

Pa. Gov. expects protracted legal fight on privatization
Returns $50M security payment to British firm
The Corbett administration on Tuesday cited the potential for a prolonged appeal of the attorney general's rejection of a Pennsylvania Lottery management contract as it returned a $50 million security payment to a British company.
Revenue Secretary Dan Meuser said the money was returned to Camelot Global Services because the administration does not expect to execute a private management agreement in the near future.

N.J. Assembly approves measures to slow Gov.'s plan to privatize lottery
The New Jersey Assembly Monday passed a measure that would force Gov. Chris Christie to seek the Legislature's approval for his plan to privatize parts of the state lottery, which Democratic lawmakers said is being pushed through under the radar without oversight.
