All good points and I appreciate them! The only problem would be that, I believe, all foreign countries require that lottery jackpot winner be a CITIZEN for at least ONE year; or else winner pays an foreigner income tax to the country PLUS an additional income tax to country (plus possibly state/providence/county income tax) that winner formerly resided in and/or were a citizen of. GREAT DAD: Gives $400K lottery ticket to daughter
The ticket very definitely has a value before it's redeemed, and in theory it could cost the father between 110k and 140k, depending on his other income and his filing status. Assuming the father scratched it and knew it was a winner before giving it to the daughter he had constructive receipt of the 400k under IRS rules, so his taxable income for 2011 increases by 400k. Applying the rules strictly, he owes over 100k in taxes, even though he gave the ticket away.

Anyway, hand of fate or whatever, congratulations to the winners. Also, I'm glad the article mentioned whether the winning ticket was a Quick Pick because it gives Quick Pick players, hope: not that there's anything wrong with playing one's set of numbers.
