To me, this is just another reason not to buy scratch off's. I'm in New York, and I've never seen anyone get to pick which individual scratch off ticket they want to buy. Scratch-off tickets are in a clear plastic display case and the clerk simply tears off the next available ticket and hands it to the customer. Retailers buying back unscratched tickets?
