Lottery winner hangs self 7 years after collecting win
It's obvious that he would have needed a perpetual annuity but from the sound of it I doubt it would have saved him. Some people just are immature at best and clearly can't handle money wisely. He had a long criminal record and sounded like he couldn't even handle life responsibly let alone money.

Probability of a Rollover in Powerball.
Interesting to note that the Powerball jackpot has rolled 16 times. The record Powerball jackpot of $314.9 million was set with 16 rolls.The Mega Millions lottery has rolled a maximum of only 15 times. It has rolled 15 times more than once though.Good luck,Jake

For the Big Game/Megamillions the record is 3, having occurred twice, April 16, 2002, when the jackpot was advertised at $325,000,000, and April 4, 1997, when the jackpot was advertised as 78.8M.

A few days ago, the Florida Fantasy Five had 40 jackpot winners, each taking approx. $6,000.00.I've seen 25 split the Jackpot, but not 40. $500 Million Jackpot!
I think you dont understand how the cap rule works. If I remember reading the rule correctly on the old FAQ at the Powerball website (cant find it now) it said that once the jackpot reaches a new record the NEXT rollover will be capped at $25 million.

First Powerball has a cap that will hit at 339.9 million so anything above that will have to come from MM unless you want to wait a long time judging from the recent rollovers in Powerball. Second the lower sales in CA represent a big potential source of sales once the jackpot breaks the 300 million level and is all over the news.
