I agree.
Besides, lottery annuities are not paid out by the government. They are paid out by privately-held banks. The lottery shops around to see which banks provides the best rates, and awards the business (the annuity) to the bank.
With this in mind, it is ridiculous to say that the government is going to stop paying or something. Once the annuity is set up, the government is no longer in the picture. (Other than taxing the payout every year.)

Cash Vs Annuity Payments
On smaller prizes, of under $1,000,000, I would take the cash (should I be that lucky).
On $1,000,000 to maybe $4,000,000 I would likely take the annuity. With the Colorado Lotto, the cash amount is 1/2 the jackpot, so a $1,000,000 jackpot is reduced to $500,000 cash. Then if you assume fed and state taxes eat another $200,000 then you're down to $300,000 or so. In that case, I'd rather just take the annuity. A $1,000,000 win pays $25,000 for the first year then increases 3.7% every year for

Cash Vs Annuity Payments
This has been discussed quite a bit here, but since you say you are bad with money what would you do if you won a jackpot, took thre annuity and then one of those you-need-it-now companies stared waving cash at you (which would be pennies on the dollar)?
Someone here at LP has or had a signature line, You can always buy a better annuity .
Don't forget, what sounds like a major score on an annual basis may not be that big of a deal years down the road.

Now that the annuity JP is going over 200 Mill, it's jumping more.
I really don't pay attention to the annuity numbers though. I think only about the cash option.

It depends on how the winner takes their winnings.
If they take the cash value of $10.75 million, they'll be taxed on $10.75 million.
If they take the annuity, they'll be taxed on the actual amount they recieve for this year. Each year when they recieve their annuity, they'll be taxed for that portion then.

seriously tho, with a large win like 100 mill, annuity payments would be ewnough for me to live off the interest, after 1st year, you would get teh 2nd annuity, and live off the interest of both amounts, having double the income to budget on.
