The reason a Lottery offers an annuity is obvious. It's cheaper. They could have offered a $2M annuity on the $1M cash value top prize. I have mine for nj, and when in MD PA I didn't buy because I only wanted one and the $500 prize doesn't need to go through a Claim Form. I don't know if in PA you win $1000 it becomes about $600 after taxes or something. I am not sure how they use their RNG to pick the numbers.. what happens if the RNG picks the same # twice, does someone win two prizes or doe

Ohio Lottery to ditch Lot 'O Play game over lack of interest
I don't think Lot O'Play is a bad name. I don't see any other US lottery trying out out such a game.
Ohio has a problem with jackpot winners who choose lump sum. The cash value percentage of the LOP annuity is fixed (currently at 50%,) unlike in MM, where the cash value is a floating percentage, which is a number of points higher, even though both games use the same type of annuity (26 equal payments).
I don't think all lotteries listen to their players. Where I live is a very good example

PA Cash 5 - Matrix Too Small?
It can be argued that Pennsylvania Cash 5 should add a few numbers since Jersey Cash 5 currently has one more number (40) and that New Jersey has a smaller population.
However, Pennsylvania should go back to offering a classic lotto (annuity jackpot with cash option) game. I would LOVE to see Pennsylvania join Hot Lotto, with HL changing its double matrix. Potential problem with PA Mix & Match
Personally, of course, I believe Mix Match will be a better game if for no other reason than that winners won't have to receive periodic annuity payments. I would know to make sure that I would get the winning numbers in the order they are drawn. But I am concerned that at least some media will still post the numbers in ascending order instead of how they are drawn, and that not all players will be fully aware that the order matters. Tax Court Reaffirms Lottery Payments are 'Ordinary Income'
Well after thinking about this I would have to agree with the tax courts. Why should people that take the annuity and then sell it get special treatment compared to all other lottery winners. I mean if you take the lump sum you have to pay 35% of most of the income. If they have to, then should everyone else no matter what way you decided to take it. Ridiculously low non-jackpot prize payouts have me fed up
What is the higher priority, advertising big annuity values or increasing non-jackpot prizes to generate more ticket sales?
If you asked the Lottery officals this question my thought is they would say advertising big annuity jackpot values. Look at how sales exponentially increase when the jackpot hits over $150 million.

Kansas Powerball lottery winner claims jackpot anonymously
Had to get the phone, so I couldn't edit...too late. Does anyone know how many PB or MM winners have actually chosen to take the annuity? The Washington Post reported this, but it was in 2003. I was curious and can't find the information.

Powerball Hit Twice No Mention Here?
Did the Wisconsin winners come forward? If so do we know how many total winners (was it exactly 100?) and how many took annuity versus lump sum?
Also there was a Mega Millions winner on August 1st in New York. They were from Queens and won $31 million. Does anyone know if they came forward? It is always interesting to hear the winner's story and also see if they chose annuity or lump sum. If they chose lump sum how much was it before income taxes?

The other thing is the present day value of our currency. Heck I'd rather have a dollar while it's worth 65 cents today, than a dollar when it's value next year could be as low as 55 cents or even lower when that annuity check arrives. PA Lucky for Life
Better game is a matter of personal opinion. Why you continue to care about a game that you do not play puzzles me. There are many other games out there with cash options. As of now I would take the lifetime annuity of a million over a $500,000 or less cash option any day. It would make great back up money for each year and actually be safer for some people. The million would simply last longer.
