Lottery is not random it's predetermined
There are 2 entities associated with randomness:
- process
- outcome
They are distinctively different and have to be analyzed separately.
They both use probabilities.
Random process specifies that in a given pool of items each item has exactly the same probability of being selected.
This probability is independent of time frame: whether you draw once or 1000 times this probability is always the same.

Maryland Lottery to switch to computerized drawings
Lottery to leave behind traditional ball drawings in favor of embracing the future

The Maryland Lottery announced today that it has plans to switch its draw methods from traditional lottery ball drawing machines to digital computerized drawings.
Next week, the Maryland Lottery will officially retire the ball drawing machines and switch over to a random number generator (RNG) to conduct its in-state games.

Interesting question.
I've frequently said that a lot of what people offer as evidence of rigged games is just being wrong about how often things should happen as a result of random probability. In this case that 1 in 756 struck me as happening too often . I see the logic of the approach used by Tucker, but it felt off so I played with it in a different way.
The line starting with 1 is of course the easiest, but instead of starting with the simple 5/39 probability = 0.128205128205128205128

Ripping a page from the 1980s, the Multi-State Lottery Association (MUSL) is starting a new game on Sunday called Lotto America the original name of what is now known as Powerball.

Do you believe every combination has the same probability?
IMHO, It's really unfortunate that so many apparently smart lottery gamblers really believe that lottery games are rigged in some way.
I've viewed several hundred Texas ball machine drawings (3 or 4 per day) and I've never spotted anything that made me believe that the outcomes are being manipulated in some way.
The machines are doing a good job of mixing the balls. I've no complaints.

Why are American lotteries rigged?
I'm not sure what the odds of any of the games you listed are compared
to ours but PB MM odds are huge. The bigwigs in charge like it that way.
Personally, I would like to see more winners split a jackpot rather than have
one person win more money than they'll ever spend. The attraction is an
enormous pot that has each player thinking it could be me! That thought is
