This is the only article I could find on that up to 4% surcharge that was initially introduced. The last paragraph does state that the senate added an amendment to the bill that would NOT require a winner to pay for any costs affiliated with anonymity.

Australia and other entities that allow winners to remain anonymous don't have a problem with it nor do you hear about any scandals or cheating.
Just my @.02 here but I find it incredible that people here at LP think that allowing anonymity would invite cheating yet some of those very same people believe there is actually someone representing as think tank tank is an actual person.

There's a place in Seoul called Sorak mountain. The Koreans have a joke that if you go to the top of the mountain and throw a rock down on to the street you're going to hit a Park, Kim, Lee, or a Chung in the head. (very few of what we call last names).

Anonymity only affects the publicity about the winner.
That's why I said IF the winner could claim anonymously, Tipton's buddies or his NY Lawyer would have got the check. I suppose there are many definitions of anonymous , but there is a huge difference in nobody will know the name and not publishing the name of the winner .

In most states the winners pay taxes on their winnings!
If Georgia makes winners pay taxes on the winnings then they shouldn't double tax them to remain anonymous.
I don't know what the GA tax rate is but if it is 5% then the tax on a $10,000,000 win is $500,000 and that should easily be way more than enough
to simply not release the winners information.

That young man being killed is a perfect example of why winnings should be anonymous!
If it's the guy I'm thinking of he's a perfect example of why you should be careful who you hang out with, or who you tell about winning. The majority of winners who have been victimized have been their own worst enemies, and were victimized by people who already knew them and found out about the lottery winnings right from the horse's mouth.

Is anyone going to seriously lose the ticket? Yes, people have lost winning tickets before, but that is usually a week or so after the drawing they hear someone locally won, so they go digging for it. For this amount I am sure everyone will check the next morning.

I live in VA but buy my tickets in DC. In VA, you cannot claim via a trust and they post winner pics everywhere. In DC, you can claim via a trust. The last pb winner in DC claimed via a trust around 2009. MD is best for playing since it is an anonymous winner state.
Part of northern VA was originally a part of DC a long time ago.
If you buy in DC but live in another state, DC gets the state taxes. If DC'S rate is higher, you do not pay the same tax or any to your state. Last time I checked
