If you really think you are onto something, just don't tell anyone. If you mail it to yourself, that won't mean a thing. (I disagree with anyone who says that it will.) How can you prove the other person didn't have the idea before you? I can rob a bank today and send the money to myself via UPS and sign for it, but it doesn't make it mine. distribution of instant game tickets
I found a little bit of information from this article:
Because tickets are printed randomly, lottery officials do not know where those winning tickets might have been sold, or whether they were sold at all.
Anyone here have more information on the instant games ? I guess I'm just curious about how all this works, because I don't want to throw money away on scratch-offs if the games aren't really random. I've played jackpot games for a while, but I may start buying scratch-offs, too.

Man with terminal illness wins 20-year annuity lottery jackpot
According to this article, he has no family and wants the money upfront for an entirely different reason. He asked the Lottery Commission to make an exception so he can receive a new advanced cancer treatment for which he isn't covered. They refused. The caption under his photo is

Couple wins $15 million lottery jackpot after redeeming $10,000 ticket
Although Salzman won the $10,000 on Jan. 20, bad weather delayed him from cashing in the ticket. On Friday, he went to the Arizona Lottery headquarters, where he purchased another ticket for Saturday's drawing. That ticket would be the $15 million winner.

justxploring....if I read the article correctly here is what happened to these two guys:
Chris Ramesar: this is the guy who did not get his subscription ticket processed in a timely manner; he got nothing.
Howard Reid: this is the guy who tore up his ticket ; by having a law passed about claiming a lost ticket he got awarded $7 million, his share of the jackpot.

I should have read the article more carefully or it wasn't clear. Sorry. I didn't realize his payment was received and processed. I'm glad he got some money. He took quite a cut, but $2 million net is a nice prize. I agree with KY Floyd that he shouldn't have just assumed everything was being processed. Is There A Profitable Pick 3 Strategy?

POLL: Sharing jackpot with children
other - I don't have any children! I hope a parent would want to share the wealth, at least the $12,000/yr per person tax exempt gift. I think it would all depend on the prize won.
