Big numbers for sure, but there could still be plausible reasons to rig such drawings in some instances:
Base jackpots (ie. PB and MM $40 million annuity; ~$25 million cash) generally start deep in the red. Something strange with Megabucks Doubler Game
The cash value went up $80,000 and the fact the annuity value went down $45,000 is just another example of why taking the annuity is a bad idea. The annuity value is what the cash value can get over a period of time and interest rates very from month to month.

$189 MILLION: Mega Millions jackpot rolls again
MM used to have a few billion in sales, but the reason they're changing the game is that those days are gone. The current run took 14 drawings to reach a jackpot of $119 million (annuity, of course). At the current annuity to cash ratio that $119 million was just under $82 million cash. That represents sales of about 259 million tickets, which just happens to match the odds for the new format.
