where in the world would you live if you hit a jackpot?
I would continue to maintain my present house and perhaps another one in a more upscale area of Chicago (would have to do that to have a suitable place to park my luxury cars...luxury cars in my current neighborhood are Mercedes, Volvos, and Lexus...my type of luxury cars are Maseratis and Bentleys). That would be interesting. If a private company does own the lottery will then increase payouts as a way to compete in the marketplace? I mean lotteries pay on average 50% back as prizes because of the way the lottery was set up but if someone else gets their hands on it will that change? It seems like a scetchy plan though. The money would be nice now but putting a state ran operations in the hands of private companies could lead to many problems if the private owners have complete control

True, the value of the free ticket probably could be counted as a win, but maybe should not be figured in cash payout. As was pointed out, the ticket isn't worth the $2 payout.

I voted yes, and for the following reason. Advertising the so-called annuity jackpot is, to be frank, pretty decieving. Right now, the Mega Millions jackpot is $12,000,000, or so they say. In actuality, that couldn't be further from the truth. The top prize is really either about $7,000,000 or $480,000 per year for the next 25 years. It has nothing to do with it .... but I've been incensed many times in the past when stupid legislation and pork Democrats stealthily attached to other bills and voted on in the middle of the night have become law.
