I disagree with your assumption that the lottery is rigged against people of color and the disadvantaged. I check my state's winners all of the time and most of the Pick 4 winners are from major metropolitan areas. Also, people from Chicago can easily travel to Gary, IN and play two lotteries in one day to increase their odds of winning. It's actually the white population in rural areas that the lottery is rigged against.

Unfortunately the lotteries didn't willingly pay this guy or the guy that won the first Hot Lotto jackpot after the one Tipton rigged allegedly rigged. It's a bit awkward for the prosecution to argue that Tipton cheated others out of money when the lotteries say everyone else got as much money as they were entitled to.

It was obviously rigged, and the reason they rigged it to come up 1224 on 12/24 was to maximize how much they paid out. I mean why else would they rig the game unless it was to maximize the payout and reduce their own profit?

Is the lottery rigged? ... How is it that some come up with this idea that the lottery is always rigged? There are 1000 combinations of pick 3. You win it, you get more or less 500 and nobody complains about that?

It can be rigged. Is it rigged? From time to time the rigging comes from the employees themselves. It happen here in China. We have a game like the Powerball. They were caught. It was a big deal here. In China they don't mess around with punishment as you all know. If I find the article I will post it here.
