This isn't the first time this subject has been discussed on LP. In fact, I didn't see the video, but someone gave a URL for articles on MSNBC and the newest article was in 2004. The NC Lottery has admitted and directly that their scratch payout % is lower than the surrounding states. It was in the papers, the news and there's a news article right here on LP about it. It's due to the 35% going to education. They wrote it into Lottery law when there was so much pressure from everybody and I think maybe it had to be in order to even get the commission members yes vote to pass the NC Lottery. I voted "arkansas." That state seems to have the most activity at the moment. See the news article "AG certifies proposed amendment for casinos, lottery." However, I doubt that any of the states listed in this poll will have a lottery within the next five years, if ever. Certainly not Alabama. If you think the fight over the lottery in North Carolina was ugly, just wait until it's brought up again here.
