Here is the fixed Step-1 tool download link. This is just a replacement for the existing file so save it to the C:\T-Lex\ folder and it should be good to go. To fix it I had to change one variable so it was just a typo on my part. When downloading you will get a security warning about .exe files so just ignore it as the file is safe.
