I'm not sure if 415,000 tickets sold is a good thing or not. it's good from the players standpoint of lower odds to win a million dollars, but whether or not the Florida Lottery will cut the number of winners from 10 down to a lower number due to lower sales is another thing altogether. Some parts of the ticket are smudged, and I think the 1 in front of 4:30 on the bottom got smudged away completely. 2:30 PM is 14:30 in 24 hour format, and the bottom time does not have AM/PM after it like the top. This seems pretty simple. Lottery policy is that tickets are non-refundable, and tickets printed but not paid for belong to the retailer. On average, the retailer loses 50% of the face value of those tickets. Someone asked for a ticket, the retailer printed it, the customer didn't have enough money to pay for it, so the ticket belongs to the retailer. You can't seriously argue that one can buy a ticket that legally belongs to the retailer after the drawing which reveals it to be a winnin
