The amusing thing is people thinking there is some kind of coordination or special thought given to the number published. Most of the time it's just some developer who when the site is first being created asks, how many decimal places should I round it off to? Year after year, I think others here ask themselves the same question: Why should I put this up when someone is going to take it and post elsewhere. Eventually some unsuspecting person is going to find it and regurgitate it right back here? And in that respect, I agree with them. Providing web content was not the intent of their post. As for the reason why you can't register on the forum i am not sure.
There was recent post where someone tried to hijack his entire site.
But you should be able to atleast go thru the forum as a guest and find the link he posted to download updated data for your state.

has anyone ever use the lottery 2 step by urn system designs
At first glance the system could be a lot of things, but is Pick-3/4.
The link still appears in search for their disclaimer and refund policy, however the links go to error server not found notices.
You can still read all about it and what seems to have been some crazy stuff going on using the web archive. Don't try to buy it, the actual site is gone, but maybe you can figure out the system.

It is certainly possible for you to only see some problems on Lottery Post. This site uses some very advanced technology, and if you don't tend to use advanced websites often, you may only come across certain incompatibilities with older web browsers here.
