The cash value goes up with sales (27.6305% to be exact). Then, they calculate what the annuity value is based on that cash prize and current interest rates. If interest rates go up, the sum total of annuity payments goes up. If interest rates go down, the sum total of annuity payments goes down.
It would be nice if these lottery games would just advertise the cash value, and let the winner decide to put the money into an annuity, or not. The sum total of annuity payments under whatever inve

Michigan man claims record $32.9 million Lotto 47 jackpot with numbers he's used for 20 years
The age of the winner is irrelevant, because the prize is a 30 year term certain annuity, not a life annuity.

$1.5 BILLION: Massive Powerball jackpot fuels rush for tickets
I see the cash option was updated, it is now $689.3 million. The annuity is still $1.5 billion.
Will it be raised again tomorrow before the drawing?
The interest rate has dropped slightly, so each cash dollar will now buy $2.176 worth of annuity instead of $2.185 worth of annuity. Players are wildly unlikely to buy a different number of tickets because of a change in interest rate so it seems wildly unlikely that a legitimate sales forecast was revised upward exactly as much as require

$1.1 BILLION: Powerball jackpot increased in longest-ever winless streak
@ David King I've pondered the annuity vs lump sum debate as well. Ultimately, the lump sum gives you greater flexibility, and more scope to achieve higher returns than the annuity, and faster. However, if you were under 30 then I think the annuity would be more attractive. There's something very comforting in knowing that even if you blew a few million $$$ this year on bad property, bad investments, or harebrained career schemes, you only had to wait a few more months to be financially redeemed

The ratio depends on the return interest rate of government bonds.
Jade is usually good at doing math calculations, but I've got no idea what insights those recent graphs are supposed to be offering. That run in the first graph that looks normal shows a range of a maximum of 7% more than the low annuity value of 211% of the cash. In the second one with the sudden drop has a range with a maximum of only 3.96% over the lowest annuity value of 219.8%.
What both of them show are the perfect

Massachusetts Lottery introduces $50 scratch-off ticket with $25 million top prize
Bad deal. They force you into an annuity. It may be slightly more than what the usual annuity is but they force you into it and not many want it because they are too old for an annuity or just want all their money for a 50.00 scratch ticket play. Pass on this lemon of a scratch ticket.
