How do you know scratchers aren't rigged? Do you honestly think there gonna send out. Let's say a 5 million dollar scratcher and not know where it went? Seems like a Lotta money to be floating around. That no one knows about. When the lottery orders 3 million tickets from the manufacturer with three $1 million prizes, all they know is that three of those tickets are worth $1 million. If consecutive numbers are not allowed to occur in a lottery, then why are consecutive numbers included in the pool of numbers? Why is there no jackpot winner in an alleged rigged drawing? In most cases, rigged = lack of basic knowledge of how random works, Have you ever played poker and been dealt a straight? Would that hand be considered rigged? Consecutive anything doesn't happen often, but it can and does happen in the world of random.
