Right now the cash/annuity ratio is very close to .61 for both PB and MM, which means a cash value of $1 billion would require an advertised jackpot of about 1.63 billion. That's unlikely, but it's certainly possible. I've already explained on page 1 how big the jackpot would be if the sales for the MM record were applied to PB's prize pool - the cash value of $474 million would have been about twice as much, at about $950 million, which would have meant an advertised value of about $1.3 billion

I was going to post a thread myself, asking this question. You beat me to it. Here is my question:

How would you go about figuring out whether 5/5, 6/6 and National Jackpot lottery winners, won with Quick Picks or their own selected numbers ???
Do the national State Lottery Commisions in each state, record this information somewhere - whether the win was a Quick Pick Win or personal number selection win ??

Once again, you're just doing a simplistic analysis of things like individual intervals or totals, not looking at the overall sales activity and trends.
Just simply looking at the $1.5 Billion total of the record 2012 draw is ignoring the circumstances of that draw. You can deny the graph which is as plain as day, but you can't deny the facts:

Yep, your personal experiences match up with the instructions for W-2G and the rules for reporting and withholding.
But you bring up a valid point with #6: multi-line tickets.
If you buy 2 lines of pick 3 str on one ticket and both numbers hit for $500, you have a $1000 winning ticket and have to go to a claims center and it gets reported. If you bought two single line tickets, each ticket would be $500 and you could cash at any retailer and it would not be reported.

Accurate & Profitable Texas Pick 3 Predictions
912 just hit and I know I didnt win because I don't play the sum of 12. I now have 5 wins and 2 losses in two days. Since I'm shooting for an 80% accurate (8 out 10 drawing) I actually feel more confident now that I got the 2 losses out of the way.

Have you ever sold your WINNING TICKET to a 7-11 clerk?
I wouldn't automatically assume there is illegal activity on the part of the player.
Maybe the guy didn't keep any tickets or record of what he plays, he just knows he blows a few grand a year on lottery. So one lucky year he wins $1K, and thinks, darn, now it's reported to the IRS as income, but I'm still a grand in the hole! (not to mention past years) Tough luck. The IRS don't care. So he goes to his friend at the liquor store and they make the deal.
