I sent NY lottery a FOIL request and under the NYS lottery laws they are allowed to destroy all tickets that are not sold but the books are already opened when a business goes out of businees or the business changes hands. sure - each number will be drawn 11-12 times ON AVERAGE, but here's the problem: 1) That's on average - some are drawn twice that, some 2.5 times that, and some 1/4th of that.
