South Carolina Education Lottery (SCEL) rules state that the aggregate liability limit is $3.5m, which can be increased without notice. However, the article says that $3.5m was the total prize payout. That would mean that all but four of the 13,996 bet 50 cents, which doesn't seem right. But, I don't play the game so maybe my math is wrong. In addition to the 13,996 straight winners, there were also 33 front winners and 7 back winners that should be included in the $3.5m limit. SCEL
