The fraud had been going on for 10 years so the firm bears the legal responsibility. The firm was not engaging in proper oversight of this employee. The articles also suggest she was not likely the only employee involved. Again, who ran this firm? Jamaica does not have the best reputation for government regulatory oversight in many areas.

You do not seem to read info correctly Bolt lost millions due to fraud with a local investment firm. I do not see any info about the investment firm being run by women and it was likely run by men.

I agree. Unfortunately when some people happen to win the lottery at the same time they applied some method or system, they attribute their win to the system rather than luck, and they spend all their resources and time trying to replicate the result. I'm convinced there's still fraud with traditional ball drawings anyway. There are too many patterns and repeats for it not to be manipulated. The only way to prevent any kind of tampering is to go old school fish bowl style and have someone manually hand pick numbers, but that will never happen.
