Do you sign your tickets?
Actually the KY lottery website says this under the customer service tab (FAQS tab) and this basically answers the question what they meant by saying sign the back of your ticket it will help protect your claim should you win ...and regarding requirements about signing tickets to claim prize as well.
What proof does anyone have that the winning ticket is really theirs?
Sign the back of your ticket immediately upon purchase. Lottery tickets are bearer instruments.

Pa. lawmaker wants to give lottery winners right to remain anonymous
I guess I'm in the minority here: I don't like anonymous.
There's several different levels of publication of winners in different states:
1. Full disclosure: Full name given out in marketing/promotion and cannot be refused.
2. Partial disclosure: Marketing/promotion can be refused, only first name and last initial shown in an initial listing. No picture with ginormous check, no other promos. But person's full name is given out on public records request.
3. Trust option: same as #2, e

How much cut will you take if you were to sell a winning ticket?
Lets not be too harsh here RJ.
Firstly, if i pick the winning numbers, then I dont want a discount on my ticket, I want a BONUS!!!
But to answer the question of the OP, I would accept 50%. Although I dont think my benefits amount to 1/2 of the value of my ticket, nor do my harships.
But I can empathize with the OP. Lets say I won a million dollars. And I was previously on food stamps.
Now perhaps in my desire to keep those food stamps, I want to lessen the impact of my lottery win.

Georgia Lottery schedules Cash 4 bonus drawing
Makes up for mechnical error Wednesday
During a review of the Wednesday, Oct. 16 Cash 4 midday drawing, Georgia Lottery officials determined that a technical malfunction occurred with a ball machine.
