A Dover woman won $318,770 on a penny slot machine at Dover Downs Hotel Casino. Ingrid Karas won the jackpot Tuesday on the multistate game Ca$hola. It was the first Ca$hola win in Delaware and the second-highest jackpot at the casino, according to a news release from Dover Downs. The game also is played in Rhode Island and West Virginia. I have no idea why Delaware passed on Hot Lotto when it began in 2002, or later that year when Pennsylvania joined MUSL. Delaware is home to tax-free shopping. A better idea is to improve its lineup of lottery games.

As much as I would like to see Delaware get Hot Lotto, I'm not counting on it. Delaware would actually be better replacing MWL with Mega Millions, becoming the only state to sell both PB and MM.

As Delaware and Pennsylvania are both MUSL members, it's a shame that neither one has Hot Lotto, which would work in BOTH states as neither currently has a classic lotto game, despite the huge difference in populations. Did I hear that Delaware was dumping Multi-Win, or did they simply say they were looking at a new game which turns out to be a raffle?
