Hmm. You are right about the Owner(s)and Clerk(s) possibly being related and the Owner/s not care about attempted Fraud from Customers for only $5 or $100. The thought of the Owner/s possibly being in on attempted and successful thefts cross my mind. But complaing to Lottery Corporate would definitely make Lottery Officials want to look into the store where Clerk/s try or successfully steal Lottery Winners from Customers.
