are clerks supposed to scan scratch tickets before you pay?
Here in Belgium, they scan when they are opening a whole roll of tickets.
That's a measure against theft. When you steal a whole roll of tickets and it's not scanned, you cannot receive your earnings.
A single winning ticket will not be scanned, they only enter a number (on the ticket) in the lottery machine to check it's a winning ticket.

That's why I asked in what context.
I do believe that most forms of taxation are theft. I would NOT raise taxes on wealthier people. I also wouldn't make policies that specifically do give to the politcally connected at the expense of the poorer people (inflation.)
I advocate policies that don't specifically favor any group of individuals. That's not at our expense. It's not like the economy is a static thing, it's not like wealth is finite or accurately quantifable. It grows. So

In what context? As a Libertarian, do you not believe that most forms of taxation are theft? I see Ronnie's question about what constitutes the 1% was actually a trick question (as I fully expected it to be) where the answer he had in mind was not the answer a normal person would give, so I'm not going to be doing that again.
Would you protect the rich at your own expense? is merely another way of asking Googler's question when you take out his rambling.

Your quote says a lot about what you think of rich people, that we should steal from them.
No sir. What is says is that it makes sense to continue to tax the rich at their current rates, if not more, because they can afford it.
And if you view taxes as a form of theft, I'm not sure how you expect the functions of government to be funded.

That was DC and it was contractors with Pick 3 pick 4 stuff, DC is RNG, they got popped immediately. Hot Lotto is RNG, could be similar situation but it would have to be a setup grift internal theft, maybe someone got BOGLEMADAS bogus ticket that printed out at the wrong terminal?????

I have never read on any lottery corporation website or advertising claiming that lottery tickets are bearer instruments.
