This (surprise, surprise) looks like naked greed to me. First - most lotteries prevent this very thing (and also attempts at past posting) by using draw breaks. I'm amazed that Lotto Quebec (at least according to the article) doesn't have them. 8-10 seconds is a long, long transaction time. Most lotteries require systems to print the ticket in under 4 seconds from Send to Cut . A system that can't support the meager volume Lotto Quebec was generating is certainly not Canada Class

In my former communications with the lottery office, though they mentioned the open records law, they also held out that slim chance that one might be able to get a court order to prevent the release of names in some circumstances. What I'd do would depend on the state lottery I'm playing. I live right on the Oregon/Washington border. So, sometimes I get Oregon tickets, sometimes Washington tickets. What would you do if you won the lottery?
I think I've seen that before, it's an alright article but do nothing for six months? Are they nuts?! The thing is to not go nuts and keep some sense of sanity after winning.
