The title doesn't match the post. Which states provide ___? Or, who provides ___ to each state? If you're talking about lottery vendors like IGT and Scientific Games, those vendors change from time to time when the contracts expire, so a list you saw years ago may no longer be accurate. Though it may be time consuming, you would get the most up to date info by emailing or calling each state's lottery. The info is public record, so they are obliged to tell you.

This topic is a big deal about nothing. Anytime you purchase anything, anywhere, you get a receipt. The receipt has the date, time purchased, and a bar code on it, just like a lottery ticket does. It is nothing more then a record of the transaction. As far as cut off times go, in Md. the cut off for Pick 3 and Pick 4 purchases is 5 minutes before the drawing.
