I'm also curious which states have a media appearance requirement in their fine print. My state (CA) makes the names public record, but you have to contact the lottery to request the info. The only winners' stories they publish on their website are the ones who agreed to do it. So far they have only published the stories of 17 winners who won in 2018, which includes scratchers winners, so it looks like only a small fraction are willing to do a media appearance.
