Lottery Wheels
The best is that mixed more big and middle wheels work together with one simple filter,to try to get most of the numbers in 12.Thats much better than using small pool wheels.

picking the first 5 numbers of megamillions
You talk a lot about what can be done but have you ever actually done that? The odds of matching 4/5 from a pool of 56 numbers in 100 lines are 1:150. You are claiming to be able to beat those odds by a lot.

picking the first 5 numbers of megamillions
It is possible to get 3 - 5 numbers from a pool of 12. Not every draw, most likely few times a month if a system is flexible and consistent. The DNA for mega is needed for such extraction. I'll see if I can tweak it for testing.

picking the first 5 numbers of megamillions
There are many ways to do it but you have to decide the size of the number pool you want to use and how you will go about choosing it and the number of combinations you're willing to play. Once you've done that, you can back test to get the odds of it working on future drawings.

Maybe this is better than playing the lottery: Just an idea trying to help
Another way to approach it is to get the predictions of a very good predictor and let's say is 5 combinations, then we get teams of 25 member each team pool playing different numbers and if correct 1 of them is bound to get it correct...you may not win but your next door member team maybe will win...

Pick 5
Those are the same things you would want in a program for a pick6 or a pick5+bonus game. A small pool of numbers with all the winning numbers.

One way or another
If the prize pool for all prize categories are suppose to be paid orshared amongst the winners then it does not matter how many winnersthere are!
That isn't how the prize money is handled.
The prize pool must be divided to the actual winners! Must ? Not necessarily. You can't make the rules for their lottery.
Theway you say it then its okay to pay the share of the jackpot to oneperson and keep the rest for the next draw!
The money isn't separated into different groups for prize payo

I think you are contradicting yourself
You said Let's suppose only 1 person in all the UK bought a ticket for the drawing and matched 3 numbers. The budget for the 3rd prize pool is over 13mill, but the single winner is still only going to get paid 10. (Would you call that cheating?) The remaining 13,888,878 gets carried over to the next drawing along with all the money in the other tiers. That creates a cushion for when many people win, which will happen with much less frequenc
