When they scan a book, they just know it is active and the tickets authorized to redeem. I don't think it provides anyone at the lottery anything more than they already know, probably more for just for theft and accounting purposes. They know where the books went. What you could claim as fraud is if they're aware of some top and 2nd prizes being destroyed, but then advertise in the top prizes report that they are still available. I am trying to figure out the math here, he is accused of stealing more than $100,000 worth of scratcher tickets, with the smaller tickets @$20.00 and the largest @$10,000. I would like to know the exact number of scratcher tickets to estimate a total theft of $100,000--i.e. 5,000 tickets, 7,000 tickets? I guess they won't really tell us this side of the story. Also, since he was the manager at the time, he could have known in advance which tickets to steal in order to really profit from it.
