Lost scratch off ticket did they know whether it is a winner or not
When they scan a book, they just know it is active and the tickets authorized to redeem. I don't think it provides anyone at the lottery anything more than they already know, probably more for just for theft and accounting purposes. They know where the books went.
What you could claim as fraud is if they're aware of some top and 2nd prizes being destroyed, but then advertise in the top prizes report that they are still available. That might be an angle you could try.

It's so astounding to have your back door area destroyed, your friend's memories scarred for life, yourself shot twice in the chest AND twice somewhere else on your body, AND after probably have already spent MOST of the measly $65,000 dollars net actually RECEIVED a year earlier from the lottery win. Who would keep more than $500 cash in their home anyhow, as most folks prefer simpler debit or credit cards or checks?

so ytou gotta ask how desperate would you have to be to risk losing your store, and invenstment, i mean livleyhood. for $10k
i gotta assume seeting up a business is rather pricey, and the payout for for running it must be more than $10k a year.
so investment lost, lively hood lost on a $10k theft. is life so hard for a liquor store owner they have to resort to running that risk?

One added note ... During this aspect I find it I hear something I do not want to hear. The gossips of the wotld pick out a simple comment an unsuspeting victim makes, torment it into something diabolical, and spread it with a vengance. With this square I always have to tell my boss It isn't true or She did not . She is so used to my planet talk now she asks It that Mercury haywire again ?

Thieves try to cash stolen S.C. lottery tickets in N.C.
A Gastonia, N.C., woman accused of stealing scratch-off lottery tickets from a Clover Mini-Mart tried to retrieve prize money in North Carolina and successfully cashed 27 winners in South Carolina before being caught.
Kristi Lynn Welch, 20, was booked in York County on Monday night in connection with a break-in at Borderline Mini-mart on U.S. 321 in Clover, authorities say.

Wash. man accused of stealing $100K of lottery tickets
I am trying to figure out the math here, he is accused of stealing more than $100,000 worth of scratcher tickets, with the smaller tickets @$20.00 and the largest @$10,000. I would like to know
the exact number of scratcher tickets to estimate a total theft of $100,000--i.e. 5,000 tickets, 7,000 tickets? I guess they won't really tell us this side of the story. Also, since he was the manager at the time, he could have known in advance which tickets to steal in order to really profit from it.

If this is your opinion, then you need to just look around a bit more because players are getting boxed and pairs all day long here at LP.
