I've got to assume that anyone who took issue with what he was doing thought he was more than the errand boy performing a task for, or on behalf of, other people who needed lottery tickets from, and perhaps there's a valid reason that they were right.

They weren't charged with a crime, so they're innocent regardless. Whether or not they won legitimately is a civil matter, and that's determined by the preponderance of the evidence.

2 more suspects plead guilty in $5.7M Jamaican lottery scam
They didn't get all the scammers....
There is also a Publisher Clearing House scam from Jamaica. I've heard about it for years. Last week at work, the conference room phone was ringing, it never does and the number was from Kingston Jamaica. I answered it and a robot type voice said they were from Publisher Clearing House and asked if I heard of them. I said yes, and I also have heard the the Jamacian PCH phone scammers
They hung up.

Amen brother, Amen. The real truth is that things are fine as they are and everybody does get paid one way or another but, NN does level the field for EVERYONE wanting to provide services to consumers and be competitive. PA Treasure Hunt (5/30 game: 1 in 142,506) had duplicate numbers drawn too within a week of each other. 02 05 08 11 12 on both Monday Nov-24-2014 and Sunday Nov-30-2014.
