If you won a huge jackpot would you feel obligated to share it?
This would not be a gift, in a lottery pool only ticket win the j/p. An everyone get a equal share and no one sign the ticket. It maybe five or more people in the pool and each can received cash value or annuity. So with a lawyer you should be able to let your family be a shared winner of that ticket.

California does indeed have a 13.3% top tax rate.
http://www.bankrate.com/finance/taxes/state-taxes-california.aspx
12.30 percent on taxable income of $508,501 and above.
1 percent surcharge, the Mental Health Services Tax, is collected on taxable incomes of $1 million or more, making California's highest marginal rate 13.30 percent
Currently, the state of California does not tax lottery winnings but that could all change. New Jersey went from having zero income tax on lottery wi

California nail technician wins $228M Powerball jackpot
If the jackpot is big and I hit it, I would also take the annuity. Getting 4.3 million a year after taxes for 30 years is fine by me. I would never have to worry about being broke. for 30 years. I can blow through $4.3 million and still have another $4.3 million deposited in his account the next year and the following year and on and on and on.

Texas Two Step
No matter what state you win in you are going to pay taxes. And both states will withhold a minimum 25% federal taxes. Some states withhold a state tax as well.
Can't find anything on the Lucky Millions game in Florida. The Florida Lottery website does list a Lucky Money game, similar to the Texas2Step. If you follow the link to how to claim your prize, it reads, under cash option, Florida offers a one time lump sum payout on the Florida Lottery, Powerball, MegaMillions and Lucky Money games.

NY Lottery Lump Sum Payout On Scratch Tickets Is Higher. How Come?
With a fixed $1 million annuity prize, the cash value depends on when the ticket is validated and can change for the reasons you mentioned. A larger discrepancy might be because of the number of payments which changes the amount of cash necessary.

NJ Cash 4 Life
Better if you win jackpot in NJ Cash 4 Life to take Cash Value or Annuity? Would you rather get 365,000 a year every year for the rest of your life or 7 million all at once and be done with it? I think younger people would be better getting the for life deal in this situation. Because it doesn't expire after 30 years like other annuities. It's for life.
